This federal government memorandum justifies limiting competition to a sole-source, brand-name acquisition for Spirent SimSUPPORT software maintenance licenses on behalf of the DEVCOM Aviation and Missile Center (AvMC). The licenses provide critical hardware and software support for the proprietary Spirent Global Navigation Satellite System (GNSS) simulation architecture used in the UH-60M and UH-60V System Integration Laboratories (SILs). Because the existing test architecture is proprietary, third-party software maintenance is incompatible. The required maintenance is proprietary and only available through Spirent's authorized channels. The Contracting Officer has determined that the sole-source brand-name procurement is in the best interest of the Government and that the anticipated price will be fair and reasonable.
