Calibration of PR-740 and Accessories

Novanta Corporation (doing business as JADAK) has issued an official authorization letter certifying SAFS, Inc. as its exclusive distributor and representative for government sales of Photo Research products. Under this designation, SAFS, Inc. is authorized to manage technical information, support services, product supplies, installations, warranties, maintenance, and after-sales support. JADAK will continue to provide foundational support to both the government and SAFS, Inc. for these transactions. All government communications regarding Photo Research products should be directed to SAFS, Inc., led by President Steven Randall.

This Justification and Approval (J&A) document outlines the Naval Medical Research Command’s (NMRC) intent to award a sole-source contract for the calibration and maintenance of its Photo Research (PR-740) Photometer unit and associated accessories. The required services will be performed by SAFS, Inc., the manufacturer's authorized agent and exclusive service provider for these proprietary items. The calibration is a one-time requirement necessary to support upcoming Navy Expeditionary Medical Research protocols. The scope of work covers the PR-740 unit, additional apertures, a 75MM macrospecular lens, a reflectance standard, a Neutral Density lens, and a 10-foot fiber. Because of proprietary restrictions and a system software error preventing self-calibration, SAFS, Inc. is the only source capable of performing the periodic maintenance. This procurement is conducted under the statutory authority of 10 U.S.C. 2304(c)(1) and FAR 13.106-1(b)(1) for single-source acquisitions. The Contracting Officer will conduct a price analysis prior to award to ensure the government receives a fair and reasonable price. Although future competition is currently unfeasible due to proprietary constraints, the NMRC will re-evaluate the market if other qualified service providers emerge in the future.
