Emergency Medical Services (EMS) Distance Learning Contract

This Statement of Work (SOW) outlines federal requirements for a contractor to develop, implement, and manage a secure, culturally appropriate, web-based interactive distance learning management system for the Indian Health Service (IHS) Emergency Medical Services (EMS). The system will provide training and national certification/recertification courses for up to 250 Emergency Medical Technicians (EMTs) and paramedics annually across IHS, Tribal, and urban programs, requiring no student or instructor travel. The contractor is responsible for delivering courses that meet rigorous national and state licensing standards (such as ACLS, BLS, and PALS) and ensuring all instructors communicate respectfully and with cultural competence. Key operational duties include maintaining a secure participant database, administering course and instructor evaluations, providing technical assistance, and coordinating logistics for any practical skills validations. Contract administration requires the contractor to submit a comprehensive action plan within two weeks of a post-award kick-off meeting. Ongoing monitoring and compliance will be maintained through written monthly progress reports, quarterly proposed course requests, semi-annual course schedule planning meetings, and a final annual report due 30 days before the contract year ends. The contract features a 12-month base period with two 12-month option periods, during which all training services must be fully executed without pre-selling or overselling. All web-based systems and materials must also be 508-compliant.
