Contract Opportunity Analysis

The Department of Health and Human Services, on behalf of the Food and Drug Administration's Office of Cosmetics and Colors, intends to award a sole-source contract to Simulations Plus Inc. for the ADMET Predictor Software. This specialized software utilizes artificial intelligence and machine learning to estimate chemical absorption, distribution, metabolism, excretion, and toxicity properties, which are critical for evaluating the safety of cosmetic ingredients and contaminants lacking existing toxicity data. The procurement covers proprietary software licenses, maintenance, and technical support to avoid operational disruptions and duplicated costs. The contract structure includes a 12-month base period starting July 31, 2026, and four 12-month option periods extending through July 30, 2031. Capability statements from alternative sources may be submitted to primary contact Raja Seshadri at raja.seshadri@hhs.gov by July 23, 2026, at 5:00 PM EST.
