Contract Opportunity Analysis
The U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs is seeking a small-business contractor to provide modular prison infrastructure for Haiti, including delivery of steel modular prison cells and a structural mezzanine system for a temporary high-security detention facility near Base Vertieres in Port-au-Prince. The work includes 80 double-bunk stackable SteelCell modular units, four steel mezzanines, installation components, engineering design services, shop drawings, operations and maintenance manuals in French and English, a warranty plan, and installation training. Design and fabrication must be performed in the United States, the units must already be fabricated and warehoused for immediate shipment, and evaluation places the greatest weight on delivery timeline, followed by manufacturing readiness, past performance, technical compliance, and logistics capability. The RFQ was issued May 20, 2026, offers are due May 27, 2026 at 17:00 ET, and delivery is required to Port-au-Prince within the stated performance period ending July 17, 2026.
