Contract Opportunity Analysis

The U.S. Embassy Kuala Lumpur is seeking a content creation partner to produce a series of twelve 30-to-60-second cinematic videos designed to engage online audiences on key policy priorities. The contractor will manage end-to-end production including research, scripting, local casting, translation, filming in the Klang Valley area, post-production, and creating localized subtitles in English, Bahasa Malaysia, and Mandarin. Deliverables must be optimized for modern social media platforms in multiple formats and will cover themes such as U.S. businesses in Malaysia, educational exchanges, and regional security. The period of performance runs from July 2026 to July 2027, and proposals will be evaluated on a best-value basis using high-level creative approach, methodology, and capability statements rather than detailed scripts. Electronic quotations must be submitted to KualaLumpurDTO@state.gov by 12:00 noon on July 17, 2026, and active SAM.gov registration is required for any bid exceeding $40,000 USD.
