The U.S. Department of State, through the Bureau of Global Acquisitions and the Bureau of Overseas Buildings Operations, is seeking design-build construction services for Utility Optimization Improvements at the New Embassy Compound in Monrovia, Liberia. The work includes installing a 1.6 MWh solar photovoltaic system, LED site and exterior lighting, a 9,500 kWh battery energy storage system, integrating new equipment into the existing Building Automation System, and making HVAC and lighting upgrades across the Chancery, Marine Security Guard Residence, Warehouse, Utility Building, Support Annex, and access control points. This is a two-phase solicitation with Phase I used to determine eligibility under minimum mandatory requirements, including U.S. person status, at least $20 million in inflation-adjusted comparable construction experience, a Secret facility security clearance, and active SAM.gov registration, followed by a mandatory site visit and Phase II technical and price proposals from eligible offerors. The acquisition is a total small business set-aside, is estimated at $25 million to $35 million, and proposals are due by June 27, 2026 at 3:00 P.M. Eastern Daylight Time via email or Google Drive.
