The Maritime Administration (MARAD) is soliciting offers for Vessel Inspection Services and requires past performance information from references. The U.S. Maritime Administration (MARAD) is seeking third-party vessel inspection services for its Ready Reserve Fleet across East, West, and Gulf Coast ports. This is a Firm-Fixed-Price (FFP) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a maximum value of $349,990 and a 12-month ordering period. The contractor will provide class-style inspections of up to six MARAD vessels, conducting both preparation and on-site phases. Inspections will cover hull, machinery, cargo equipment, coatings, safety equipment, structural integrity, and pollution prevention, culminating in detailed post-inspection reports with deficiencies, suggested improvements, and a maintenance/repair plan. Proposals will be evaluated on a Best Value basis, with non-price factors (Technical Capability, Past Performance, and Management and Staffing) being significantly more important than price. Invoicing will be done electronically via the Delphi eInvoicing web portal.
