The Department of the Army, U.S. Army Corps of Engineers Tulsa District, is seeking industry feedback to determine the optimal project delivery methods and acquisition strategies for upcoming Military Construction projects at Altus Air Force Base in Oklahoma. The scope encompasses four major fiscal year 2028 and 2029 projects valued at approximately $280 million, including a flight simulator facility, an aircraft maintenance hangar, a multipurpose corrosion and fuel cell hangar, and an entry control facility. Respondents are asked to evaluate the feasibility of traditional FAR-based contracts and innovative Other Transaction Authority structures using delivery methods such as Progressive Design-Build, Construction Manager at Risk, and traditional Design-Bid-Build.
