KC46A Simulator Facility Phase 4 ($28M, ~540-day schedule): A secure Flight Training Center. 2. Aircraft Maintenance Hangar ($99M, ~720-day schedule): A 1-bay general maintenance facility. 3. Multipurpose Hangar ($134M, ~720-day schedule): A corrosion control and fuel cell maintenance facility. 4. FY29 Main Gate Entry Control Facility ($21M, ~540-day schedule): Comprehensive site security and access infrastructure. The questionnaire solicits expert input from contractors regarding bidding interest, bonding capacity, and the feasibility of various contracting structures, including traditional FAR-based contracts and innovative Other Transaction Authority (OTA) vehicles. It seeks feedback on delivery methods such as Design-Bid-Build (DBB), Accelerated Design-Build to Budget (DBtB), Construction Manager at Risk (CM@Risk), and Progressive Design-Build (PDB). Additionally, the survey queries industry partners on budget realism, primary cost drivers, supply chain risks, early collaboration benefits, and the utility of proposal stipends or contract incentives.
