USCGC Winslow Griesser FRC Replacement Awning

This Statement of Work outlines the requirements for the United States Coast Guard (USCG) to replace the main and 01-deck awnings on the USCGC Winslow W. Griesser (WPC 1116), homeported at Base Miami Beach, Florida. Under the Small Business Administration 8(a) Program, the contracted vendor will remove the current, ill-fitted awning canvas and install new canvas covers and migrant mesh panels (Port and Starboard Outboard). The contractor is also responsible for cleaning and applying a clear coat to the awning frames, disposing of all debris offsite, and providing a warranty. The project aims to resolve existing environmental and rain protection issues, safeguard onboard gym equipment, and establish a more humane holding area for detainees and migrants. Pipe Dreams Marine, LLC is identified as the patented, sole-source Original Equipment Manufacturer (OEM) supplier for the FRC program awnings, which must be fabricated with TOP GUN polyester fabric, GORE Tenara thread, and Neobraid polyester cord. The work is estimated to take two to two and a half days, with contractor access restricted to weekdays between 7:30 AM and 5:00 PM. The contractor must supply all labor, materials, and equipment while minimizing interference with Coast Guard operations, complying with OSHA construction safety standards, and adhering to strict military base security and personnel vetting protocols. Final inspection and project acceptance will be conducted by the cutter's First Lieutenant and Executive Officer.
