Contract Opportunity Analysis
Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity, is seeking industry capability information for Shore Based Training, Engineering, and Development Support (SBEDS), a follow-on effort to support modernization and sustainment of shore-based training systems for the U.S. Navy and other government partners. The work covers requirements analysis, software and hardware engineering, systems engineering, integration, cybersecurity, testing and verification, lab support, configuration and life-cycle management, and related technical support under SeaPort-NxG. The contemplated contract is a cost-plus-fixed-fee task order with a 12-month base period and four 12-month options, anticipated performance in Virginia Beach, Virginia, and mandatory TOP SECRET/SCI facility clearance with SECRET and, for some positions, TOP SECRET/SCI personnel clearances. Capability statements are limited to 15 pages and are due by email to curtis.d.taylor2.civ@us.navy.mil no later than 12:00 PM EST on 29 May 2026, with a virtual Industry Day scheduled for 22 May 2026.
