Freedom Line Natural Gas Pipeline
Contract Opportunity Analysis
The U.S. Army Corps of Engineers, Caribbean District, is conducting a sources sought market research effort for the Freedom Line Natural Gas Pipeline to support construction of a new gas transmission line in San Juan, Puerto Rico. The project is intended to supply natural gas from the existing San Juan LNG terminal to the Palo Seco Power Plant and involves construction of an approximately 4.2-mile pipeline. Anticipated work includes preconstruction services, early procurement of long-lead materials, trenchless and open-cut pipeline installation, above-grade crossings where needed, cathodic protection, and related sitework and coordination with USACE, GENERA, and the designer. This is not a solicitation and no award will result from the notice; responses will be used to help determine the acquisition strategy, and interested firms must submit a capabilities statement by 1:00 PM AST on 6 April 2026 by email to Angel.J.Martinez@usace.army.mil and Meranda.R.Booth@usace.army.mil.
