Freedom Line Natural Gas Pipeline

The U.S. Army Corps of Engineers (USACE), Caribbean District, has issued a Sources Sought Synopsis for the Freedom Line Natural Gas Pipeline project in San Juan, Puerto Rico. This is a market research effort to identify qualified contractors for constructing an approximately 4.2-mile natural gas transmission pipeline to supply the Palo Seco Power Plant. The project seeks to ensure a long-term, reliable gas supply from the San Juan LNG terminal. The scope of work includes preconstruction services, early procurement, trenchless and open trench pipeline installation, above-grade pipeline installation, cathodic protection systems, general sitework, and coordination with various stakeholders. The applicable NAICS code is 237120, with a small business size standard of $45 million. Interested firms, including various small business categories, are invited to submit capabilities statements by April 6, 2026, detailing their interest, bonding capacity, relevant project experience, business category, and proposed subcontracting or teaming arrangements. This notice is not a request for proposal, and no contract will be awarded from it.
