ETAP Renewal

NASA/NSSC has issued a sole source synopsis announcing its intent to award a contract to Operation Technology, Inc. for the renewal of ETAP software. Procured under FAR Part 12 for commercial items, the contract will support operations at the NASA Langley Research Center (LARC). The procurement is classified under NAICS code 513210. While the government intends to proceed on a sole source basis, interested organizations may submit their capabilities and qualifications to the primary point of contact, Shanna L. Patterson, by 7:00 a.m. CST on July 15, 2026, to be evaluated for a potential competitive procurement.

This document is a federal sole-source justification from the NASA Shared Services Center recommending a non-competitive contract award to Operation Technology, Inc. The procurement is for the ETAP Software Annual Maintenance Renewal for the NASA Langley Research Center (LaRC), covering the period from September 1, 2026, to September 1, 2027. As the proprietary developer of ETAP, Operation Technology, Inc. is the only source authorized to provide the necessary software updates, maintenance, and technical support. LaRC relies on ETAP software to model its electrical power distribution system, evaluate new power equipment, and configure protective devices to ensure operational reliability. Crucially, the software is required to conduct Arc Flash hazard studies and calculate incident energy levels across thousands of panels, allowing NASA to remain compliant with National Electrical Code (NEC) and OSHA safety regulations. Acquiring a different software brand is impractical. Replacing the existing platform would disrupt ongoing operations, compromise safety compliance, and cause unnecessary government costs and schedule delays. Maintaining the current ETAP support agreement is determined to be the only viable way to ensure continuous safety and regulatory compliance for LaRC’s electrical infrastructure.

This Statement of Work (SOW) outlines a requirement by the NASA Langley Research Center (LaRC) to renew its ETAP Software maintenance agreement. The procurement covers an annual Upgrade and User Support Agreement, which includes software program upgrades, updates, technical support, and engineering support. The renewal supports a comprehensive suite of ETAP software modules, including the base digital-twin platform, load flow and short circuit analysis, arc flash and protection coordination, cable ampacity and thermal sizing, renewables integration, transient stability, and GIS/Excel data interfaces. Performance will take place at the NASA Langley Research Center over a one-year period of performance from September 1, 2026, through September 1, 2027.
