Altair HyperWorks Software Maintenance - J&A Redaction

The US Army Contracting Command – Detroit Arsenal (ACC-DTA) is seeking to award a non-competitive, Firm Fixed Price (FFP) contract to Altair Engineering, Inc. for software maintenance services for their previously procured Altair HyperWorks software. This action, valued at an estimated $615,636.00, is a follow-on to an existing contract and is funded by Research, Development, Test and Evaluation (RDT&E) Fiscal Year (FY) 2023 funding. The HyperWorks software is essential for the Ground Vehicle Systems Center (GVSC) engineers to design and simulate military vehicle systems and components, supporting critical mission requirements. The justification for a sole-source award is based on the proprietary nature of Altair's software, the substantial duplication of cost and loss of productivity that would result from switching to an alternative system, including training, inefficiency, and redevelopment of existing models. GVSC plans to continue market research for future acquisitions but will not pursue competition for this immediate requirement due to the unique capabilities and existing integration of Altair HyperWorks within their systems. Previous contracts with Altair Engineering, Inc. for HyperWorks licenses and maintenance date back to 2013.
