LIFE CYCLE PILOT PROCESS (LCPP) AND RELATED TECHNOLOGIES BAA

The U.S. Department of the Army, Project Lead Joint Services (PLJS), has issued Broad Agency Announcement (BAA) W15QKN-25-R-1ARA, seeking white papers and research proposals for new and innovative ideas related to the Life Cycle Pilot Process (LCPP) and associated technologies. This BAA, valid from September 26, 2025, to September 25, 2030, aims to address Industrial Base (IB) technology gaps aligned with Government Owned Contractor Operated (GOCO) Modernization Goals. The primary objective is to advance state-of-the-art industry manufacturing processes to enhance overmatch capabilities for U.S. warfighters. Key technology areas of interest include Chemical Endurance, Digital Engineering, Manufacturing Technology for Ammunition & Energetic Processes, and Manufacturing Technology for Reclamation & Regulatory Compliance. Proposals are sought for contracts, grants, cooperative agreements, and other transactions. White papers are strongly encouraged as an initial step, followed by full proposals if favorably evaluated. Submissions are subject to specific content, format, and evaluation criteria, with emphasis on scientific merit, contribution to the Army mission, offeror capabilities, personnel qualifications, and past performance.
