RFI EU Type 1

The Bureau of Land Management, on behalf of the Office of Wildland Fire (OWF), has issued a Request for Information (RFI) for National Exclusive-Use Helicopter Modernization. This market research initiative aims to assess the availability of one to four contractor-operated and contractor-maintained twin-engine, heavy (Type 1) helicopters. These aircraft will support national wildland fire suppression, natural resource activities, and all-hazard response. The contemplated exclusive-use period is approximately 180 days, running from March 15 to October 12. Eligible aircraft must meet 14 CFR Part 29 standards (or equivalent) and accommodate a minimum of 12 passengers with a two-pilot crew. The RFI outlines three specific aircraft configurations, varying by maximum gross weight (ranging from 20,250 to over 22,000 pounds), cargo hook capacity (8,000 to 9,000 pounds), manufacturing date, and integrated health monitoring systems. Additionally, the government is seeking target capabilities such as external hoists, fast-rope systems, and specialized landing gear for austere environments. Responses will help shape the agency's future acquisition strategy, statement of work, and operational readiness planning. Interested large and small businesses must submit their company information, NAICS-related size standard, and details on their available aircraft and configurations.
