The Human Systems Division (AFLCMC/ROU) recommends the FirstSpear Aviation Body Armor Vest (ABAV) as Safe-to-Fly (StF) for various USAF aircraft, including AC-130, C-130, and KC-46. An evaluation assessed the ABAV with an integrable restraint harness and flotation capabilities. While the ABAV is recommended, the evaluation identified several critical limitations. These include the vest material burning and melting in flash fires, the ABAV Cummerbund Tactical Aid to Flotation (CTAF) failing to provide proper flotation and auto-righting, and the Advanced Crew Tether System (ACTS) R41150-3 harness having inadvertent release risks and inadequate mobility. Other concerns include the obstruction of flotation by parachute harness leg straps, interference with holsters, restricted movement in tight aircraft spaces, environmental impacts on ACTS buckles, static charge accumulation, lack of comprehensive technical data and maintenance processes, and hardware strength failures. Major Commands adopting the system assume responsibility for life cycle management and incorporating identified risk mitigations into user manuals. Final approval is contingent upon Airworthiness approval by respective aircraft Program Offices, who are requested to evaluate and accept the risks.
