Request for Information (RFI) – Communication Equipment – El Salvador

The United States Coast Guard (USCG) Foreign Military Sales (FMS) program, under case number ZB-P-LEC, is seeking a contractor for the procurement, installation, testing, and crew training of communication equipment for El Salvador. This initiative strengthens the security of the U.S. and promotes world peace by enhancing El Salvador's maritime safety, security services, and regional interoperability. The contractor will conduct a site survey, procure equipment, remove old systems, install new communication equipment, and provide verification, validation, and on-site technical training. Key deliverables include an installation design plan, inventory documentation, a full equipment suite final report, training materials in Spanish, an After Action Report, and comprehensive OEM documentation. The project emphasizes compliance with the Defense Base Act, DoD Foreign Clearance Guide, and strict invoicing procedures through the Invoice Processing Platform (IPP). The contractor is responsible for secure handling, storage, packaging, and marking of materials for Defense Transportation System (DTS) pickup, with specific requirements for hazardous materials. All equipment must include commercially available warranties and documentation in both English and Spanish.
