Space Warfighter Training, Modeling, and Simulation Support

This Performance Work Statement (PWS) outlines the requirements for the United States Space Force (USSF) Space Training and Readiness Command (STARCOM) to secure comprehensive operational, technical, and advisory support for the 392d Combat Training Squadron (392 CTS). Operating primarily out of the Distributed Mission Operations Center – Space (DMOC-S) at Schriever Space Force Base, the 392 CTS delivers advanced, threat-representative space combat training and mission rehearsals through Live, Virtual, and Constructive (LVC) environments. The selected contractor will provide direct mission support across three primary lines of effort: Mission Support Services, Information Technology Communications and Management Support (ITC&MS), and Advisory and Assistance Services (A&AS). Key responsibilities include planning, executing, and assessing major USSF Service Exercise Program (SEP) events—such as SPACE FLAG, FLASHPOINT, and Polaris Hammer—as well as managing Joint National Training Capability (JNTC) certifications. Additionally, the contractor must operate, maintain, and modernize the squadron's complex Modeling and Simulation (M&S) enclaves (including the SWORD/SWARM systems) and the BattleLab training environment. To ensure mission continuity, the contract designates these functions as Mission Essential Services, requiring a robust staffing and retention strategy capable of supporting 24/7 surge operations during exercises. Contractor personnel must possess high-level clearances, including Top Secret/Sensitive Compartmented Information (TS/SCI) and Special Access Program (SAP) eligibility, to effectively integrate multi-domain space, cyber, and intelligence capabilities into the training scenarios.
