Contract Opportunity Analysis

The International Boundary and Water Commission is seeking a contractor to purchase, install, and integrate a Global Positioning System (GPS) clock at the Amistad Power Plant in Val Verde County, Texas. The selected contractor will perform an initial condition assessment, install the GPS clock and communication wiring, program and test the system, deliver as-built drawings, and train plant personnel to synchronize the facility's control and protection systems. The place of performance is near the U.S.-Mexico border, and the contractor must complete all work within 120 calendar days of award under a strict safety and security protocol. Offers must be submitted by email to danilo.martinez@ibwc.gov by 3:00 PM MST on August 6, 2026, and the procurement is set aside entirely for small businesses under a lowest-price, technically acceptable evaluation framework.
