State-Level Data on Software Investment, Equipment Purchases, and E-Commerce Shipments

This Request for Information (RFI) is issued by the Department of Commerce, Bureau of Economic Analysis (BEA), to identify private data providers capable of supplying state- and county-level economic datasets. The BEA aims to enhance its regional economic measurements, including state and county Gross Domestic Product (GDP), input-output frameworks, and business investments. Specifically, the BEA is seeking comprehensive, establishment-based data across three key topics: 1. **Prepackaged and Custom Software:** Datasets identifying where software is physically installed and used, rather than the corporate headquarters' location. 2. **Equipment Purchases:** Detailed geographic data on where new and used equipment is delivered, installed, and put into service. 3. **E-Commerce Shipments:** Information capturing destination states (purchaser residence) and origin states (retailer location, excluding warehouses) to track household consumption and retail flows. To support consistent historical analysis, the BEA prefers national-coverage datasets with time series reaching back to 2011 or earlier. Data must be delivered in structured, machine-readable formats (such as APIs, SFTP, or flat files) and updated annually. Additionally, licensing terms must permit internal analytical use and the publication of derived statistics. Interested vendors must submit a capability narrative of no more than 10 pages outlining their methodologies, data coverage, delivery mechanisms, and licensing terms, along with sample data if available.
