Acquisition Support Services

The Naval Health Research Center (NHRC) seeks acquisition support services to enhance health, safety, readiness, and performance for military forces. This Firm-Fixed Price (FFP) contract requires non-personal services for acquisition and compliance, including contract modification support, invoice and COR support, and post-award administration. Key tasks involve reviewing modifications, preparing contracts for closeout, performing invoice reviews, drafting COR documentation, and reviewing other direct cost (ODC) and travel requests. The contractor must provide onsite supervision, ensure employee training (including DoD/Government-required courses), and manage transition-in/out periods. Labor qualifications include Acquisition Specialists with administrative and supervisory experience in military or medical R&D. Deliverables include monthly invoices/status reports and Non-Disclosure Agreements. The period of performance spans a base year and four option years, with a six-month extension. Work will be performed at NHRC in San Diego, CA, during standard business hours, with teleworking permitted upon approval. Security requirements mandate contractor identification, key control, and compliance with unclassified access, antiterrorism, OPSEC, and cybersecurity regulations, including background investigations and CAC acquisition. The government has unlimited rights to all produced documents. Performance will be monitored via a Quality Assurance Surveillance Plan (QASP) and assessed using the Contractor Performance Assessment Reporting System (CPARS), with specific acceptable quality levels for various tasks.
