Ice Machine Preventive Maintenance and PM (Base +4)

This Performance Work Statement (PWS) outlines the requirements for preventive and corrective maintenance of government-owned ice machines across the VA North Texas Health Care System (VANTHCS). The covered facilities include locations in Dallas, Herzog, Fort Worth, Grand Prairie, Plano, Polk Street, and Tyler. The baseline inventory consists of 95 ice machines, primarily manufactured by Scotsman and Follett. The selected contractor must provide all necessary labor, tools, materials, parts, and supervision to ensure the ice machines remain safe, sanitary, and fully operational. Key responsibilities include performing quarterly preventive maintenance—which covers cleaning, descaling, sanitation, and replacing water filters—and executing corrective repairs. The contract features a base year followed by four one-year option periods, totaling a potential five-year period of performance. Contractor response times are tiered based on urgency: within 4 hours for emergencies affecting patient care, 24 hours for priority issues, and 72 hours for routine maintenance. The PWS includes an annual not-to-exceed (NTE) limit specifically designated for corrective repair parts, while standard consumables and PM filters are covered under the firm-fixed-price structure. Technicians must be factory-trained or highly qualified and possess EPA Section 608 certification for refrigerant handling. Performance will be monitored under a Quality Assurance Surveillance Plan (QASP) targeting a 95% fleet uptime.
