Dataminr, Inc. First Alert Advanced

The Defense Information Systems Agency/Defense Information Technology Contracting Organization (DISA/DITCO) has issued a Notice of Intent to negotiate a sole-source, Firm-Fixed Price contract with Dataminr, Inc. Under NAICS code 518210, this contract will procure Dataminr’s First Alert Advanced platform, a proprietary, commercial off-the-shelf real-time AI-powered intelligence platform. The contract includes a 12-month base year and four 12-month option years. It will upgrade and consolidate the government's existing licensing posture into a single unified vehicle, providing 50 base individual-use licenses and up to 21 optional licenses to support joint operations. The upgrade introduces proprietary Agentic AI capabilities, including Tactical Predictive Intelligence, Agentic Corroboration & Context, and the ability to track and analyze anomalous airplane transponder signals (ADS-B). As the original equipment manufacturer (OEM), Dataminr, Inc. is the only source capable of fulfilling this requirement because the system relies on proprietary data feeds, closed-source algorithms, and exclusive intellectual property. Dataminr maintains no authorized resellers or distributors. This contract will also consolidate and replace two legacy Dataminr contracts (HC1047-24-C-0010 and HC1047-23-C-0009). The statutory authority for this non-competitive procurement is 10 U.S.C. 3204(a)(1). Organizations capable of providing these services must submit a detailed capability statement within 15 calendar days of publication. However, a formal solicitation will not be posted to SAM.gov.
