F103--City of Salem Water Treatment Monitoring

This federal document is a Single Source Justification for Simplified Acquisition Procedures under the Simplified Acquisition Threshold, issued by the Department of Veterans Affairs (VISN 06, Salem Medical Center). The acquisition (Action ID 36C246-26-AP-2504) authorizes a sole-source contract to the City of Salem, Virginia, to provide monitoring, sampling, testing, and reporting services for the Salem VAMC's water distribution system. Under Virginia Code 12VAC5-590 Waterworks Regulations, the Salem VAMC water system is classified as a Non-Transient Non-Community, Class 5, Consecutive System that receives its water from the City of Salem. Consequently, the City of Salem is the only responsible source capable of providing the licensed waterworks operators required to satisfy these state compliance mandates. Market research was conducted using VetCert, SBA DSBS, and FPDS, identifying numerous potentially capable SDVOSB and VOSB vendors under NAICS code 541380. However, historical procurement data and the physical integration of the shared water and wastewater infrastructure between the city and the medical center necessitate this sole-source award. Specifically, the City of Salem must perform out-flow testing from the facility to prevent contamination of the municipal water supply. The justification has been certified and approved by Contracting Officer Satasha Stewart.

The Department of Veterans Affairs, Network Contracting Office (NCO) 6, has issued a Special Notice of intent to negotiate a sole source contract with the City of Salem, Virginia. Under this agreement, the City of Salem will monitor and test the shared water distribution system located at the Salem VA Medical Center in Salem, Virginia. The proposed period of performance for these services is from August 1, 2026, through July 31, 2027. This procurement is conducted as a sole source acquisition under the authority of FAR 13.106-1(b)(2). The North American Industry Classification System (NAICS) code for this requirement is 541380 (Testing Laboratories), which carries a size standard of $19 million. While this notice does not constitute a request for competitive proposals, businesses that possess the required expertise and believe they can meet these requirements may submit written notices with detailed supporting evidence. The government will consider all responses received by July 27, 2026, at 12:00 PM EST to determine if a competitive acquisition is warranted.
