Contract Opportunity Analysis

The Naval Surface Warfare Center Philadelphia Division, part of the Department of the Navy, intends to negotiate a sole-source contract with Curtiss-Wright Steam and Air Solutions for Steam Propulsion Plant High Pressure and Low Pressure Propulsion Turbines and related overhaul-kit components under the Steam Critical Spares Program. The work covers OEM hardware components and support services for High Pressure and Low Pressure Propulsion Turbine Rotors and Propulsion Turbine and Ship Service Turbine Generator Overhaul Kits, supporting LHD-1 and LCC-19 class vessels. The requirement is based on Curtiss-Wright’s proprietary technical data and shock- and vibration-qualified hardware, and the Navy identifies the company as the only responsible source for this first-time procurement under 10 U.S.C. 2304(c)(1) and FAR 6.302; performance is in Philadelphia, Pennsylvania. The Government intends to award prior to the first quarter of fiscal year 2027, and interested parties may submit statements of interest and capability by email to Anthony V. Ricciardi and Heather Rhoads.
