Notice of Intent to Sole Source - South Texas Transportation September 2026

The Department of Homeland Security, U.S. Immigration and Customs Enforcement, intends to issue a sole source contract modification to G4S Secure Solutions, Inc. for transportation and on-call stationary guard support services. Under this modification, the contractor will manage the transportation and protection of detainees primarily, but not exclusively, in southern Texas. The proposed action will modify Indefinite Delivery Indefinite Quantity contract 70CDCR20D00000017 under the authority of FAR 6.302-1 based on market research indicating only G4S Secure Solutions can satisfy the agency's urgent timeline requirements. Capability statements and expressions of interest must be submitted via email to Brittany Tobias at brittany.tobias@ice.dhs.gov no later than 9:00 AM Eastern Standard Time on September 15, 2026.
