AN11--Survey Services for EVOLVE for Women's Healthcare

The Department of Veterans Affairs (VA) Regional Procurement Office – East is soliciting quotes for survey services to support the EVOLVE (Evaluating Veterans’ Reproductive Healthcare Access, Quality and Outcomes in a changing Landscape) study. This project requires a contractor to conduct a national survey of approximately 3,600 reproductive-age women Veterans using multimodal contact methods (email, text, phone). The selected vendor must have at least three years of experience in multimodal surveys for VA research, secure texting, and staff training, and be able to launch the survey within three months of contract award. Key tasks include obtaining IRB approval, survey programming, developing recruitment materials, staff training, recruitment and data collection, telephone follow-up, data management, and project management. Quotes will be evaluated based on technical capabilities, past performance, and price, with a 100% small business set-aside. The period of performance is 12 months, with strict security and privacy requirements for handling sensitive Veteran information.
