The Department of Veterans Affairs Regional Procurement Office East is seeking a small-business contractor to provide survey services for the EVOLVE study on Veterans’ reproductive healthcare access, quality, and outcomes. The work covers a one-time multimodal survey of about 3,600 reproductive-age women Veterans and includes IRB approval, survey programming, recruitment materials, staff training, recruitment and follow-up, data management, reporting, and project management. The contractor must be able to launch within three months of award, support a 12-month period of performance, host data securely on a FIPS 140-2 compliant encrypted server, provide a mobile-friendly 508-compliant web survey, and use a U.S.-based call center for evening and weekend outreach.
