TRAINING AND SUPPORT SERVICES FOR THE INTAC PROGRAM OFFICE

This Performance Work Statement (PWS) outlines the requirements for a single-award, five-year task order contract to provide training and support services for the U.S. Army Individual Terrorism Awareness Course (INTAC). Administered by the U.S. Army Corps of Engineers, the program delivers comprehensive resident training to medium- and high-risk personnel to enhance their antiterrorism, force protection, and tactical response capabilities. The contractor must provide all qualified personnel—including a Program Manager, certified driving and firearms instructors, safety officers, role players, and Advanced Life Support/Fire Rescue staff—along with a secure training campus located within 100 miles of the Pentagon. Campus requirements include two distinct two-mile paved road courses, skid pads, specialized shooting ranges, demolition areas, tactical simulation facilities, and secure storage for Government-furnished vehicles. Core training modules cover defensive/evasive driving, surveillance detection, and basic firearms. The contractor must also facilitate auxiliary modules on an as-needed basis, including Tactical Combat Casualty Care, unimproved/off-road driving, vehicle commandeering, hostage survival, and Foreign Affairs Counter Threat (FACT) compliance training. Additionally, the contractor is responsible for maintaining Government-furnished vehicles, providing role-player and scenario support, and deploying Mobile Training Teams (MTTs) for off-site instruction. All operations must adhere to strict safety protocols, military regulations, and CMMC Level 2 information security standards.
