VCS Devices Piece Parts
Contract Opportunity Analysis
Naval Surface Warfare Center Carderock Division, on behalf of the Navy’s Advanced Propulsor Management Office, is seeking a total small business set-aside contractor to manufacture nickel aluminum bronze device piece parts for submarine propulsors. The work covers fabrication of Regular and Large configurations, including material procurement, machining, cleaning, packaging, and delivery, with supporting engineering services, first article and lot acceptance inspections, bi-weekly reporting, a configuration management plan, and a post-award conference within 30 days of award. The requirement is unclassified but includes lot traceability, ISO 9001:2015 quality system compliance, and delivery locations that vary by piece part, while the draft solicitation emphasizes technical capability, schedule, and past performance ahead of cost in a best-value evaluation. The notice is a synopsis with draft SOW and draft L and M sections for comment, the response is limited to ten pages and submitted electronically via PIEE, and the planned RFP release is at the end of July 2026 with award planned for January 2027.
