NIOSH- Compucom Inc Hardware and Software

This document justifies a sole source procurement for a maintenance agreement with CompuCom, Inc. to support the National Institute for Occupational Safety and Health's (NIOSH) OpenText ApplicationXtender/WebXtender imaging software suite and Kodak i2900 scanners. This system is crucial for the mandated Coal Workers’ Health Surveillance Program (CWHSP). The justification, under FAR 13.106-1(b)(1) and FAR 8.405-6, stems from CompuCom being the exclusive OEM-authorized provider for OpenText in the region, making them the only source capable of providing essential maintenance, updates, and proprietary support. No other vendors were considered due to this exclusive authorization, as using a non-authorized provider would void support and risk system failure. Failure to award this agreement would jeopardize NIOSH's ability to operate the CWHSP archive system and comply with statutory requirements.

The CDC's National Institute for Occupational Safety and Health (NIOSH) intends to award a sole source firm fixed price purchase order to COMPUCOM INC. for software and hardware maintenance. This acquisition supports the Respiratory Health Division (RHD) Electronic Archive System, which manages electronic images for the mandated Coal Workers’ Health Surveillance Program (CWHSP). The maintenance agreement includes various ApplicationXtender (AX), WebXtender (WX), and ScanXtender (SX) software licenses, along with five Kodak i2900 scanners. This sole source contract, justified under FAR 13.106-1(b)(1) and 41 U.S.C. 3304(a)(1), is not a request for competitive quotations. However, interested parties may submit responses by December 15, 2025, at 10:00 a.m. EST to Ashley Williams at dal3@cdc.gov. The government retains discretion regarding whether to pursue a competitive procurement based on these responses.
