INDUSTRY DAY - Fort Devens Collective Training Barracks
Contract Opportunity Analysis
The U.S. Army Corps of Engineers, Louisville District is hosting a virtual industry day for the design-bid-build procurement of a Collective Training Enlisted Barracks at Fort Devens Remote Forces Training Area in Massachusetts. The project centers on construction of a 300-person, approximately 46,000-square-foot barracks based on the standard Operational Readiness Training Complex design, with supporting site work, utilities, parking, paving, storm drainage, landscaping, signage, and demolition of two adjacent buildings. Technical scope includes information systems, fire protection and alarm systems, intrusion detection, energy monitoring and control system connections, sustainability and cybersecurity measures, antiterrorism and physical security features, and accessibility requirements, with a minimum 40-year facility life. The procurement is described as unrestricted and full and open, with a single-phase best value trade-off approach that gives technical factors roughly equal weight to price, and it also calls for small business participation plans and, for large businesses, an acceptable subcontracting plan. The industry day is scheduled for 15 April 2026 from 1000 to 1200 Eastern, with registration due by 13 April 2026 and attendance information to be emailed to Ryan King; the solicitation is expected to post on SAM.gov, with proposals submitted through PIEE and RFIs through ProjNet.
