Afloat Operations and Sustainment support

This Performance Work Statement (PWS) outlines the requirements for Command, Control, Communications, and Computers (C4) Afloat Operations and Sustainment support for the Military Sealift Command (MSC) fleet. The objective is to provide technical support for C4 capabilities aboard MSC ships, operate and sustain MSC Network Operations Centers (MNOCs), and support Mobile Expeditionary Communication Kits (MECK). Key task areas include Program Management, Knowledge Management, Cybersecurity, Maintenance and Sustainment, Modernization, Equipment/Asset Management, and Training. The contractor will manage all aspects of C4 support, ensuring operational availability, network performance, and cybersecurity compliance. This involves incident response, Tier II and III support, system modernization, asset inventory, and continuous monitoring of network operations, including failover capabilities for MNOCs. The PWS emphasizes adherence to DoD and MSC policies, requiring comprehensive plans, regular reporting, and strict quality assurance. Travel, both CONUS and OCONUS, is anticipated to support these efforts.
