SOLE SOURCE NOTICE

The Department of Defense, specifically the NAVSUP Fleet Logistics Center Norfolk, intends to award a Sole Source Firm Fixed Price Contract to Elsevier for periodical publishing services. This procurement is being conducted under FAR 6.302-1, which allows for sole source contracts when only one source is deemed capable of fulfilling the requirements. The services provided by Elsevier are critical for the Navy's access to essential periodicals and publications, which support various operational and research needs. Interested parties who believe they can provide equivalent services are encouraged to submit their challenges in writing to Nichole Stevens at nichole.stevens@navy.mil for consideration, as the Government retains discretion over whether to compete the requirement.
