FY25 NAVAL AIR WARFARE CENTER AIRCRAFT DIVISION OFFICE-WIDE BROAD AGENCY ANNOUNCEMENT

The Naval Air Warfare Center Aircraft Division (NAWCAD) has issued a Broad Agency Announcement (BAA) N00421-25-S-0001, soliciting proposals for research and development projects that advance naval aviation. This announcement, effective from June 23, 2025, through June 22, 2026, invites white papers addressing various research areas including Advanced Manufacturing, AI and Machine Learning, Cybersecurity, and Quantum systems, among others. Proposers from academia, industry (large and small), and other organizations—including foreign entities—are encouraged to participate. Proposals will be evaluated based on the technical approach, relevance to NAWCAD missions, and cost realism. Multiple awards are anticipated, though funding levels will depend on the proposals’ quality and available resources. Proposals must follow specified protocols, including providing a Unique Entity Identifier (UEI) and registering with the System for Award Management (SAM). Selected proposals may result in contracts, grants, cooperative agreements, or Other Transaction agreements, with an emphasis on advancing technologies critical to national defense while adhering to applicable regulations regarding information safety and intellectual property rights. Submissions are strictly via an email process for Phase I, while only invited proposals will move to Phase II submissions.
