Contract Opportunity Analysis
The United States Probation and Pretrial Services Office for the Eastern District of Texas is seeking Blanket Purchase Agreements for treatment services for federal defendants and people under supervision. The scope includes substance use assessments, individual, group, and family counseling, urine collection, testing and reporting, and mental health treatment across locations within the Eastern District of Texas. Performance is planned for Orange, Texas, from October 1, 2026 through September 30, 2027, with possible one-year extensions for up to four additional years, and offerors must show they can serve the catchment area, provide qualified professionals, and offer pricing at or below their most favored customer rates for comparable services. Interested offerors should send a notice of interest to TXEPml_treatment_services_team@txep.uscourts.gov, and the RFP is scheduled to be posted on or after June 24, 2026, with a bidder conference set for July 7, 2026 at 10:00 a.m. via Microsoft Teams.
