Commercial Solutions Opening (CSO) : Tactical Oceanography Supporting Full-Spectrum Undersea Warfare

The Naval Undersea Warfare Center within the Department of the Navy is seeking Commercial Solutions Opening submissions for tactical oceanography prototype work to support full-spectrum undersea warfare through Other Transaction Agreements. The effort focuses on commercial prototyping of onboard and offboard environmental sensors, devices, and information systems that improve operator situational awareness and enhance existing undersea warfare capabilities, with deliverables that may include prototype algorithms, feasibility studies, sensor analysis reports, ruggedized oceanographic sensors, and operator interfaces. The work is organized as a phased competitive process and includes Statement of Work requirements at unclassified/CUI, Secret, and TS/SCI levels, with performance in Newport, Rhode Island. Solution Briefs are due by April 17, 2026 at 2:00 PM Eastern Time via email, the anticipated award date for individual agreements is on or about June 26, 2026, and the overall CSO ceiling is $80 million.
