T-7A Conference Hoteling

The United States Air Force has issued a Notice of Intent to award a sole-source, Firm-Fixed-Price contract to The Boeing Company for T-7 "Conference Hotel" services. This critical service provides real-time, telephonic assistance from T-7 systems experts to flight crews during in-flight emergencies, complying with AFI 11-418 and its AETC supplement. Boeing is designated as the sole source because, as the Original Equipment Manufacturer (OEM), it uniquely possesses the proprietary technical data, engineering drawings, and deep systems expertise required to support the complex T-7 aircraft. Market research did not identify any other capable vendors. The anticipated contract will feature a one-year base period with four one-year option periods, aiming for an award by March 31, 2027. The requirement is associated with PSC 1510 and NAICS code 541330. Although this is not a competitive solicitation, the Government invites interested parties to submit capability statements within 10 days of the notice publication to determine if a competitive procurement or a small business set-aside is viable. Submissions must be unclassified, limited to 10 pages in Microsoft Word format, and sent via email to Contracting Officer Sonia Taylor and Contract Specialist Kevin Flowers. Responses must detail the vendor's business size, socioeconomic status, CAGE code, and explain how they will meet the technical requirements and access the necessary T-7 engineering data.
