UNDERGROUND STORAGE TANK ANNUAL AND TRIENNIAL INSPECTIONS

The Defense Logistics Agency, on behalf of the Defense Supply Center Richmond, is seeking a small-business contractor to perform annual and triennial inspections and testing for four underground storage tanks at the Richmond, Virginia installation. The work covers annual leak detection equipment operability checks for interstitial sensors, automatic tank gauges, and spill bucket visual gauges, along with triennial testing of overfill prevention equipment, spill buckets, and sumps. The effort must comply with 9 Virginia Administrative Code 25-580-82 and use Virginia DEQ-specific UST testing forms, with additional security, safety, environmental, and access requirements, including background checks and certified laboratory analysis where applicable. The period of performance is a one-year base with four one-year option periods, annual testing is scheduled for CY 2026-2030 and triennial testing for 2027 and 2030, and results must be provided within ten business days with failures reported within two hours.
