The United States Department of Agriculture (USDA), specifically the Animal and Plant Health Inspection Service (APHIS), intends to award a sole-source contract for the procurement of twenty-six (26) PortaCount™ Respirator Fit Tester 8048 devices. This acquisition is necessary to support the APHIS Respiratory Protection Program, as the PortaCount is the only quantitative fit testing device that integrates seamlessly with the APHIS Response Information System (ARIS), which manages employee medical monitoring and respiratory protection data. The procurement is justified under FAR 13.106-1(b)(1) due to the long-standing use of TSI Incorporated's devices since 1998 and the need to replace older models that have reached their production shelf life.
