Specialized OSINT Tools IDIQ
Contract Opportunity Analysis
The FBI, through its Directorate of Intelligence Social Media Program, is seeking a multiple-award IDIQ to acquire specialized open-source intelligence tools for collecting, processing, and analyzing publicly and commercially available information for law enforcement use. The work covers a set of OSINT tool categories across multiple CLINs, including financial, deep and dark web, digital assets, business, vehicle, historical internet, terrorism-related, image, video, identity, and property records, with each CLIN requiring a separate complete proposal. The solicitation emphasizes a best-value tradeoff with technical approach more important than price and includes requirements for SaaS delivery, strong security such as FedRAMP Moderate or comparable, live virtual training, 24/7 helpdesk support, and separate CAI responses. Proposals are due April 24, 2026 at 2:00 PM ET, and questions were due by March 25, 2026 at 2:00 PM ET via email to jspatafore@fbi.gov.
