The Department of the Air Force, Air Force Research Laboratory, is seeking white papers and proposals for the Precise Ensemble Network Communications Allowing Positioning, Navigation, and Timing (PENCAP) program. The contractor will develop a network clock ensemble algorithm designed to maintain accurate time in dynamic environments, design a resilient networking method to disseminate timing information, and implement these solutions on a modified Commercial-Off-The-Shelf 3U VPX card running pntOS. This unclassified effort spans a 36-month period of performance and will culminate in simulated, laboratory, and flight testing to demonstrate the prototype's capabilities. White papers must be submitted by July 17, 2026, with an optional intent to propose due by July 1, 2026, to support an anticipated single award valued at approximately $9.3 million.
