A/E Design Services – Building A, 8th Floor Modernization

This amendment to solicitation 040ADV-26-R-0022-C0004 removes the cost/price proposal requirements and associated evaluation factors to comply with the Brooks Act. Previously, offerors were required to submit detailed cost/price proposals in a specific PDF portfolio format, including a narrative and an Excel template (Attachment J.5) with unlocked formulas. The amendment eliminates Volume 7 (Cost/Price Proposal) from the required submission volumes. Consequently, while price proposals will still be evaluated for fairness, reasonableness, and completeness, they will no longer be rated. Evaluation will determine if the price is consistent with the technical proposal and budget narrative, relying on market competition, historical prices, and independent government cost estimates. In accordance with 40 U.S.C. § 1104, architectural and engineering (A/E) services contracts will be negotiated with the highest-ranked firm based on qualifications, ensuring fair and reasonable compensation to the Federal Government.
