The 460th Civil Engineer Squadron (460 CES) requires a one-time, large-scale purchase of specialized materials to repair and fortify the cooling water system within the Mission Delta 4 (MD4) Restricted Area at Buckley Space Force Base. The procurement includes three distinct material packages: an Elbow and Pipe Repair Package with various carbon steel clamps (rated for 80 PSI and corrosion-resistant), a Pipe Freezing Kit (using CO2 or LN2 for 3-10 inch pipes), and a Carbon Fiber Composite Reinforcement Package for sealing leaks in steel pipes (3-10 inch diameter, operating up to 200°F). All materials must be new, commercial-off-the-shelf, and comply with ASME PCC-2, ISO 24817, and/or ASME B13 standards.
