Engineering Support Services of the HH-60W Helicopter Platforms

This Sources Sought Synopsis and Request for Information (RFI) is issued by the United States Air Force (USAF) to identify potential sources capable of providing engineering and logistical sustaining support for the HH-60W helicopter platform. The USAF HH-60 Helicopter Program Office (HPO) requires technical expertise and access to Original Equipment Manufacturer (OEM) proprietary data—including structural data, drawings, and qualification records—to maintain operational, safety, suitability, and effectiveness (OSS&E) standards. Due to the proprietary nature of this data, a sole-source contract to Sikorsky Aircraft Corporation (SAC) is anticipated, though the government is conducting market research to explore other viable sources. The anticipated contract strategy is a five-year agreement (a base year plus four option years) extending through fiscal year 2032. The selected contractor must supply all materials, tooling, and support equipment, and will be responsible for resolving programmed depot maintenance issues, supporting mishap investigations, addressing aircraft on ground (AOG) situations within five days, and providing logistics reachback support. Interested large and small businesses, including joint ventures, must submit their business information and detailed responses to the capability survey questions. Responses must address general capabilities, specific engineering services, and logistics support methodologies, particularly detailing how the company would overcome a lack of proprietary OEM data. Submissions must be sent electronically to the designated USAF contracting points of contact by August 20, 2026.
