Contract Opportunity Analysis
The U.S. Coast Guard’s Great Lakes Oil Spill Center of Expertise is seeking research and development proposals for FY27 to improve Great Lakes freshwater oil spill preparedness, response, alternative response measures, and fundamental spill science. The work centers on advancing knowledge, technologies, and methodologies for issues such as submerged oil detection, fate modeling, cold-weather response, oil physiochemistry, and other mission-relevant themes, with contractors responsible for executing the proposed tasks and deliverables. Proposals are expected to be operationally relevant, technically strong, and aligned to a primary BAA theme, with requirements including a technical proposal, cost breakdown, project management and data management planning, monthly reporting, and a final report; the period of performance is one year and the contract is primarily firm fixed price. The revised proposal submission deadline is 12:00 p.m. EST on May 29, 2026, with questions closing May 22, 2026, and proposals are capped at $250,000.
