Global Tires Program 2.0

The Defense Logistics Agency (DLA) Land and Maritime (L&M) is implementing the Global Tires Program 2.0 (GTP 2.0), a requirements contract for the supply and supply chain management of aircraft and ground tires for various military branches and Foreign Military Sales (FMS). This Firm Fixed Price (FFP) contract, guided by FAR Part 12, will establish Vendor Long Term Contracts with Original Equipment Manufacturers (OEMs) and dealers. The GTP 2.0 Integrator will utilize these government-established Vendor Contracts for tire supply. The contract spans a potential maximum of 10 years, including an implementation period, a five-year base period, and two two-year option periods, plus four two-month option periods during the exit phase. Key responsibilities of the Integrator include demand planning, forecasting, purchasing from directed sources, order fulfillment, reconciliation, supplier management, finance, item management, quality, retread and disposal management, distribution, packaging, customs clearance, obsolescence management, customer support, data management, global support, FMS support, environmental, safety, and occupational health (ESOH) matters, and warehouse management. The Integrator is also responsible for purchasing existing inventory from the previous GTP contractor, which includes Ready for Issue (RFI) tires (estimated at $51M) and Not Ready for Issue (NRFI) retreadable tire carcasses (estimated at $168,440.66). The contract outlines a detailed CLIN structure for various fees and tire prices, with all awarded prices being publicly available.
