Selective Service System (SSS) Readiness Simulation

The Selective Service System (SSS) is seeking a vendor to develop a Discrete-event simulation model to be hosted and operated by SSS personnel within their IT environments. The model must be capable of assessing a wide range of policy and operational conditions, including various demand scenarios, alternative policy scenarios for Mission Essential Function, and both General and Special Skills selection conditions. It also needs to consider scenarios like automatic registration (effective December 18, 2026) and the potential registration of females. SSS will provide required data elements, and the vendor is expected to recommend supplemental data. Development will occur in an SSS-designated cloud environment, with vendors able to recommend commercially supported, standalone development tools.

The RFI also requests information on training and knowledge transfer to enable SSS personnel to operate and maintain the model. The anticipated delivery timeline for this simulation capability is between December 2026 and May 2027. Vendors are requested to submit capability statements, projected timelines, estimated costs, and any other relevant information by May 21, 2026.
