DAFL DVD Point Plan

The United States Air Force (USAF) has issued a Sources Sought Synopsis to conduct market research for an alternative DVD/Blu-ray point plan collection development system. This system will serve 63 Department of the Air Force (DAF) libraries, allowing them to meet demand for physical media. The USAF anticipates a FY26 base effort with a period of performance from September 2026 to September 2027, including three one-year option periods. Key requirements for the product include providing new releases, bestsellers, and a back catalog; managing 63 individual library accounts under a main account; shipping materials globally with included costs; offering an online ordering system; dedicating a customer service representative; providing pre-release and suggested monthly order lists; and a commercially available website with a multi-tier purchasing system. The system must also allow for testing, provide replacements for erroneous or unacceptable items, and operate on a Firm-Fixed Price Order with shipping via U.S. Postal Service. Responses are due within 28 days of the notice's issuance and will determine whether to proceed with a full and open competition or a small business set-aside. Contractors must provide contact information, business size and socioeconomic status, CAGE Code/UEI, and a capabilities statement, addressing how their alternative product meets specified characteristics.
