Contract Opportunity Analysis
The U.S. Probation and Pretrial Services Office for the Eastern District of Texas is seeking treatment services for federal defendants and people under supervision through Blanket Purchase Agreements. The scope includes substance use treatment and testing, mental health treatment, and urine collection, testing, and reporting for locations within the Eastern District of Texas, including Paris, Texas. The agreement period is planned for October 1, 2026 through September 30, 2027, with up to four optional one-year extensions, and offerors must be able to serve within the catchment area, use qualified professionals, and offer pricing no higher than their most favored customer for comparable services. Interested offerors must submit a notice of interest by June 24, 2026, after which the RFP will be posted on the agency website, and a bidder conference is scheduled for July 7, 2026 at 10:00 a.m. via Microsoft Teams.
